这是从句吧?为什么用where 而不用that?

第一个句子能给的更完整点,更容易理解.
第一个句子中,where引导同位语从句,解释说明这个problem的内容
第二个句子中,where引导地点状语从句,实际上,calls后边的句子可以改写为：there is no margin for error where the stakes are so high.类似于这样的句子:there is a book on the desk.
而on the desk 是由where the stakes are so high 充当的.
