你的问题有几个地方有错误：
1.what不能引导定语从句,只能引导名词性从句（即：主语从句、宾语从句、表语从句、同位语从句）,且在从句中充当主语、宾语或表语.
把what换成all that之后,that引导的才是定语从句.
2.What little he knows about it is out of date and in accurate这个句子中多了一个单词——little.
What he knows about it is out of date and in accurate.(what引导的是主语从句.）
=All that he knows about it is out of date and in accurate.（that引导的是定语从句,修饰all.）
