Agree 70%,reason: Workers from outside the city would take on those jobs which city people thought are dirty and dangerous.
Disagree 30%,reason: 1. Workers from outside the city are crowding the city. 2. Their standards are low,they litter all over the place and make the city dirty. 3. Those couldn't find works could become burglars.
