【摘要】十六届五中全会提出建设社会主义新农村的目标关键问题在于农村金融能否为新农村建设提供强有力的支持.本文首先论述了我国农村金融体系的基本概况,接着分析了我国当前农村金融体系存在的主要问题,最后提出了改革和完善我国金融体系的战略措施,以期为我国新农村建设提供金融支持.长期以来,农村金融存在着有效性和适应性这两个深层次问题.适应性是有效性的基础和前提,有效性则是适应性的动力和目标.提高农村金融的有效性和适应性,是一个复杂的金融系统工程,关键在于构建合理的金融结构,同时要妥善处理一系列有关问题,如在金融业拓展对外开放的同时搞好对内开放、建立农村金融的竞争与合作机制等.
