看情况而定：
疑问代词who,which,what 和疑问副词where,when,why,how亦可引导同位语从句,但它们在句子中还是充当句子成分的,例如：
It is difficult to answer your question how I did it.
很难回答你提出的我是如何做的问题.（how I did it与your question同位,不是定语从句）
I have no idea when he will come.
我不知道他什么时候来.（when he will come与idea同位,不是定语从句）
The question who should do the work requires consideration.
谁该干这项工作,这个问题需要考虑.
（ who should do the work与the question 同位,不是定语从句）
再问： I have no idea when he will come. The question who should do the work requires consideration. 为什么不是定语从句？
再答： I have no idea when he will come.中的idea如果是定语从句的话，那么，就是先行词，先行词的idea在从句 he will come 中，当什么句子成分？位置在哪？所以，不是定语从句。idea与when he will come从句是同位关系。 The question who should do the work requires consideration.与上句一样，question与后面的从句是同位关系，question不是who的先行词。当然，同位从句有时翻译的时候，类似定语从句。
