“鉴于…,就…而论”这里that可以省略.
当然as to 和as for也有”就.来说/论“的意思,不过as to 和as for还有许多其它含义.

so long as＝as long as＝provided/providing that "只要,如果"
当然as long as还可以表示“和...一样长”这是不同的用法.
