如果只是单独的一句翻译的话应为：I gave him the card last week.
但如果是在文章中,且该句前后有以今天作为参照的时间状语如He ask me for the card today.等就得用第一句；另外,如果有以过去时间为状语的句子如He asked me for the card yesterday ,就得用你列的第二句.
再问： 那如果两句话连起来Liu Yi’s access card was finished last week and I had given him the card这样对不对?
再答： 应用 ......and I have given him the card，因为“给卡”的动作发生在后面
