要看that 在 后面的句子中充当什么成分,如果充当宾语、主语、 必须用that （因为其指代的先行词在主句中做表语,但好像做介词宾语时,北京地区规定可以用which了）
eg A bank is the place that is built bwtween the road and the river.(做主语）
A bank is the place that people can stand on .
如果充当状语成为：则不能用that,只能用where.
