你的理解有点偏颇.
Laura的确否定了Keith的结论,Keith的结论是:Consequently,jobs will be lost and profits diminished.Therefore,these regulations will harm the country's economy.
Laura并不认为这些regulations会损害economy,因为The $25 billion spent by some businesses will be revenue for others.Jobs and profits will be gained as well as lost.
