Economic regionalization is a phenomenon of the contemporary world; it is also a kind of strategy favored by the policy makers.Successful industrial clusters have tremendous accelerated effects on the economic development.As a prioritized developing industry in the twelfth five-year-plan of Chongqing,the IT industry is the important measure for making Chongqing to be the economic center of the upper reaches of the Yangtze River.This paper aims to find out the factors that significantly affect the clustering of the IT industry in Chongqing and pertinently proposes some relevant countermeasures and suggestions.
Firstly,review is conducted on the related theories of industrial clusters.The aim is to summarize the characteristics,analyze the major theoretical schools,types,development modes,identification methods and measure index of traditional and contemporary industrial clusters through their clear definitions,so as to form a basis for outlining the affecting factors and then summarize the factors that affect the IT industry.
Secondly,by analyzing and comparing the typical IT industry clusters here and abroad,the similarities and differences among the IT industrial clusters in the U.S.’s Silicon Valley,India’s Bangalore,Zhongguancun and Dongguan are identified,in the hope of providing experience references to the development of Chongqing’s IT industry.This is followed by conducting a regression analysis on Chongqing’s IT industrial cluster to identify the factors that affect significantly the development of its IT industrial cluster.After presenting a profile description of the IT industry in Chongqing,a specific index survey data is selected by combining the affecting factors of the IT industry and basing on the individual traits of Chongqing.The improved location quotient is introduced as the explanatory variables in the regression equation and through its analysis,it is found that the number of patent authorizations,Engel Coefficient and foreign trade are the major affecting factors of the development of Chongqing’s IT industrial cluster.
Finally,based on the result of the regression analysis,and from the three aspects of innovations,social culture and industrial structure,this paper proposes specific countermeasures and suggestions to the development of Chongqing’s IT industrial cluster.The countermeasures and suggestions in the aspects of innovations and social culture are proposed from the perspectives of the government,industrial cluster and the enterprises; while the suggestions on the restructuring of the industry is from the perspectives of the various sub-divisions of the IT industry in Chongqing.
