应该是I haven't decided when we shall go to the Happy Valley.
意思是：我还没有决定何时去欢乐谷,这个事情还没有发生,也不是虚拟语气,所以不能用过去式.
另外,一楼的回答也不对,decided后面的部分,是整体做宾语的,所以不能说when shall we 而要说when we shall .
