Certain politicians in the country of Birangi argue that a 50% tax on new automobiles would halt the rapid increase of automobiles on Birangi's roads and thereby slow the deterioration of Birangi's air quality.Although most experts agree that such a tax would result in fewer Birangians buying new vehicles and gradually reduce the number of automobiles on Birangi's roads,they contend that it would have little impact on Birangi's air-quality problem.

我一开始选的D,很直观.但是后来我看到e,是啊,如果本来汽车产生的污染就不严重,那么即使这个计划有效,也不能解决多少这个城市的污染问题啊.那么为什么选D而不是e呢?

赞同楼上对D的解释.
e里头的scrapping应该指的是废弃吧,scrap的动名词形式,汽车的废弃造成的空气污染小到可忽略不计.也就是说,不增税的情况下,汽车占有量增加,那么废弃的车也会增加,但汽车的废弃并不会对空气污染造成多大的影响.这个论据是支持专家的观点的,但是并不足够,算是一个较小的方面,d是最大的原因.单选题还是要选最优选项.
