The only suggestion I can give is to practice your oral english everyday.Everyone knows that practice makes perfect.
In terms of myself,I had the same feeling as you about a year ago.I attended some phonetic courses to correct my pronunciation.Acturally I succeeded.My pronuncition and tone are absolutely standard but the thing is that I still can't express myself with ease.For instance,I always felt frustrated in talking with others in the english corner.
I realized that I should spend time on real talking,not reading,thinking!From then on,I kept speaking english everyday.I tried to grasp every chance to talk to foreigners.It lasted about half a year.One day,I thought to myself:Yeah,today is my day!When I went to the english corner and planned to show off my spoken english.Saddly,I found that today is not my day!
Until recently,it came suddenly.I surprisingly noticed that basicly I can talk out my idea without difficulty although there were still some interruptions of my thinking.But at least I overcame the biggest problem- shyness!And I believe that shyness accounts for 90% of your disappointment.
"don't be shy" is a banal but a really important principle you should obey.
By the way,just provide some ways that I think would be useful to your improvement of english(from my own experience).
First,develop your interest in some aspects of english- music ,movie etc.I like music very much and I can sing some english songs very well.I mean completely,finishing the whole lyrics.Recommendations(my favorite):The sound of silence; Scarborough fair; California hotel; Yesterday; Yellow
Second,do some dictations!It will strengthen your listening which would assist you much in practising your oral english!You can do this in Putclub!Everyone does it here!

According to my personal viewpoints,to speak English well,you have to pay attention to two basic items,namely,pronounciation and intonation.The former one can be learned from the textbooks for middle school students and is what all the Chinese English learner can do well in.However,the latter one can not be found in any of the Chinese English textbooks or classes.
Maybe the main problem we are now facing is that we try to imitate the man/woman broadcasting news on BBCor VOA.Obviously their intonation can be concluded as one word,"plain".But it is not the case in the real world where people express themselves together with their feelings.They may be happy,sad,angry or just plain.their intonation would be totally differernt when they are in different moods even they are expressing the same words.
So what I want to mention is that you should pay more attention to your intonation and it is the only way to go if you want to get promotion in oral English.

Talk to forgein person if having that resourse.But you can't do that,please talk to yourself in English.
My english is very poor,but i perfer to improve my hearing in english.
You must speak loudly.
Of course,you can remember some oral english used in usual.When you use it one day,you will be proud of yourself.It can promote your self-confidence and encourage you.
Maybe you are a student in university,if is,you can speak to your classmates,if you are working,you can do that with your colleagus.Now i do it.It can't be improved in one day,after all,Roma is not built in one day.If you want,everything can be possible.
