It is a time 里面的a time是表示“一个时期/时代”的意思,从考点来分析,后面更多是接一个由when/in which/ during which引导的定语从句.如：
It is a time when we communicate through cellhphones instead of letters.
It is a time when children honour their mothers with cards,gifts and flowers
由that来引导一个定语从句,我目前还没有看过,因为先行词是a time表示时间的,与关系代词that无关.
由the same 修饰的先行词在定语从句中,as和that都可以用来引导定语从句,不是做先行词.只是意思有点不同.如：
This is the same pen as I lost yesterday.这笔和我昨天丢的那支是一样的.（表示同类）
This is the same pen that I lost yesterday,这就是我昨天丢的笔.（表示同一个）
一般我们更多地是讲：先行词由the same来修饰,关系代词用as,而忽略了第二点.
