Public Service Bargains in The Netherlands
Against the backdrop of the shifts in the political–administrative institutional
setting of the Netherlands,PSBs have developed.Hood and Lodge (2006)
describe and analyse the relationship between politicians and civil servants in
terms of PSBs,implicit or explicit bargained outcomes in which politicians gain
some degree of loyalty and competency from civil servants,and those civil servants
gain a place in the government structure,responsibility and rewards.In line
with pillarization characterizing Dutch society,Hood and Lodge find that the
Dutch PSB could traditionally be described as a ‘consociational bargain’.They describe this bargain as the main groups in society being represented in
public service positions,and the basic role of public service being to perform the de
facto constitutional task of holding society together.In exchange,a quasi-trustee
relationship with political office holders is established,through which public service
leaders possess a certain level of autonomy in order to act as independent judges and providers of the public good.However,historical analysis reveals that representativeness and politicization of the Dutch civil service gained importance
only from the 1970s and 1980s.Traditionally,top civil servants were part of the
ruling elite,that is,Liberal in the 19th century; also slowly absorbing people affiliated
with the confessional parties.It is only in the last decades that the main characteristic of a consociational bargain,a representative bureaucracy in which the
different denominations and political ideologies are represented,is seen as important.
