我国现行生态城市建设政策分别集中在环保部和建设部建两个部门,目前两部门业已形成的生态城市创建要求均是以各部门职能为依托、相对独立的建设评价体系,这种囿于行政部门职能范围提出的生态城市创评体系虽然具有很强的操作性,但难以完整反映出生态城市的整体内涵,尤其是在城市化快速发展时期,生态环境问题层出不穷,如何在当前部门分治的背景下,突破部门局限,建立相对完整、统一、科学的生态城市建设考评体系,是我国生态城市建设面临的最大挑战.
China's current policy of eco-city construction were focused on environmental protection and the Ministry of Construction to build the two departments,two departments have been formed to create the demand of eco-city is based on the functions of various departments,the construction of relatively independent evaluation system,which,due to administrative sector made the ecological functions of a rating system,although the city has a strong interoperability,but it is difficult to reflect the ecological integrity of the overall meaning of the city,especially in the period of rapid urbanization,eco-environmental problems one after another,how in the current sector governance background,the limitations of a breakthrough sector,the establishment of the relative integrity,unity,scientific evaluation of the eco-city construction system,construction of ecological city in China's greatest challenge.
目前我国政府出台的生态城市相关政策、法令、法规都是针对现有城市进行考察,通过设立相关标准,对符合要求的城市,颁发荣誉称号.对生态城市建设的相关政策目前主要由住房和城乡建设部以及环保部两个部门颁布.

环保部“生态市”的评选,根据通知要求,“生态市”必须“全市80％的县（含县级市）达到国家生态县建设指标并获命名；中心城市通过国家环保模范城市考核并获命名.”中心城市要成为国家环境保护模范城市（创模）,必须在城市环境综合整治定量考核（城考）中连续三年名列本省（自治区）前列.中心城市以外的县要达到生态县要求,必须“全县80％的乡镇达到全国环境优美乡镇考核标准并获命名.”,环保部生态市考核体系如下图所示（图1） ；另一方面,环保部对具体如何操作只提出“全市县级(含县级)以上政府（包括各类经济开发区）有独立的环保机构.环境保护工作纳入县（含县级市）党委、政府领导班子实绩考核内容,并建立相应的考核机制”,没有涉及明确、具体的组织安排和各相关标准分别由什么部门负责.
