The default SVI shown on Google Trends is the Relative one and is based on relation between Actual Searches and Average Searches over Period.
SVI = Actual Number of Searches / Average Number of Searches over Period
This mean that it measure Increase or Decrease Relatively to the Average over Period.
If you change the Time's Period you will see a consequent change in SVI.
Examples:
Actual Searches = 100
Average Searches 2010 = 80 -> SVI2010 = 100 / 80 = 1.25
Average Searches 2004-2010 = 25 -> SVI2004-2010 = 100 / 25 = 4
You can also interprete it like this：
SVI = Kw / T
where SVI is a search volume index,Kw is the amount of searches of a given keyword in a given period of time and T is a total number of searches on Google.
So if it says SVI=1,this means that there were no either raise or downfall of the search interest for that keyword.If it says SVI increased from 0.5 to 1 for the given period,this means the overal search interest in that period increased twice.
You can better understand the idea,if you turn from "All years" to "2009","2005" etc.You should notice that the graph always floats around 1,more or less,up or down,but whatever period you select - Google always normalizes values to 1.
