应该是 ...is that,the...意思就是 "我想说的是 ..."
that 是宣告一个 "变数",也定义了这个变数的 "形态",
而後面接著的句子就会诠释这个"变数".

这里的 "where" 也是宣告一个变数,其形态是"地方",後面的句子再加以解释
如果换成.when,.是在某时间,会发生甚麼事
