我们看前面半句,后面的不用看.

很显然第一个句子不完整,如果要表达完整的意思需要在works后面加in
意思是在他工作的那个公司里的经理对工人很严格.
第二句句子结构完整 前面的in 是从works后面拉过来的,相当于在manager后面打了个逗号,可以理解成
the manager,in whose company he works
