“Hard money” is money that the parties and candidates raise in individual contributions or from political action committees.Individuals may also give what is known as “hard money” donations to political parties.These can be used directly for individual candidates’ campaigns.But they are limited to $20,000,which the party may spend on behalf of one or more candidates.
Immense sums of so-called soft money,which could be spent without legal restraint to “educate” the public (but not actually endorse a candidate),were accepted by both major parties.(The World Almanac)
Soft money.The money comes in several ways.Individuals can give only $1,000 to a presidential primary campaign,but they can give up to $20,000 to national party accounts.Giving to nonfederal party accounts is unlimited.Contributions of this type are known as soft money,which can be used for party building and voter-registration drives at the state level.Since the start of 1991,the parties have raised nearly $850 million in federal accounts and $230 million in soft money.(U.S.News&World Report)
Responding to new campaign finance,laws in the United States,political parties,politicians and special interest groups are devising new campaign strategies,counting on regulated and limited “hard money” donations to replace the now-restricted unlimited “soft money ” used in the past.Staff correspondent Stone says many political observers believe Political Action Committees (PACs) will play an increasingly prominent role in the process.
