e based on 是固定短语,意思是“根据”“依据”.本句中based on the need of the public对应的逻辑主语是前面整个句子The government has set up a new transport system而不是the government ,也不是a new transport system.你可以在based的前面加上which is这就构成了一个非限制性定语从句,对前面整个句子起补充说明作用.
再问： 那用ing 也说得通呀 不应该是the government base the system on... 那不就是现在分词表主动吗！！！ 两者之间的区别在哪？有什么界定的标志吗？
