Some people think government should pay forpublic libraries in every town, while others think it is a waste of moneybecause people can access information from the Internet.Discuss both views andgive your opinion.
In recent years, there has been an increasingdemand for local libraries in many areas in China.Although it has been a signof people being hungry for knowledge, objectors assert that government fundsfor every public libraries wastes money. From my perspective, government shouldcut on the money invested in public libraries and operate its finance in a moreefficient way.
The main reasons why people support publicfunds for libraries are twofold. The first point is that reading plays anessential role in modern life. There are a host of benefits citizens can obtainfrom reading books, especially works of masters. For example,we expand ouroutlooks and acquire knowledge of the old-fashioned Chinese society from theStory of the Stone, which is regarded as an encyclopedia of the ancient Chineseempire. It should be recognized that a vast population of Chinese know littleabout basic science and other necessary knowledge. If this situation continues, the development of our nation can be affected on a large scale.Besides, government money releases the pressure of operating libraries. If libraries arerun in private, they need to make a profit, which is not easy for them.As aresult, citizens will have to pay money or otherwise be unable to access thoselibraries.
Objectors are opposed to this practice fortwo reasons. It should be noted that almost all sorts of reading materials canbe found on the Internet. It is common knowledge that net citizens share booksonline and websites provide a variety of reading resources. In addition, thegovernment should save its money for other essential community service andpublic facilities, because it can help the vulnerable citizens to combatpoverty, disease and inequality. We should first recognize that the citizens ofunderdeveloped districts are in desperate need of aid, because they aresusceptible to natural or man-made disasters such as pollution. In thosepoverty-stricken areas, where resources are scanty, there is a high demand formedicine, food and shelters. If the money for libraries were diverted to thoseneedy populations, they would be able to live better lives.
To summarize, although public funds forlibraries yields a number of benefits such as enriching knowledge and providingnew perspectives, there are still vulnerable populations in demand for aid, sogovernment should cut on the money for libraries and invest more to help thosepeople.

5.5分是有的,如果句式再丰富点可以到6或6.5,首段看到你的论点是 有倾向性的,但是正反观点描述的时候所占比例又差不多一样,一般赞同的观点,论据描述会多点.
