In recent years,all levels of scenic area departments through the planning control,construction management and administrative supervision and other means,to strengthen the protection of scenic resources,expanding the available space.However,holiday most scenic spots still show " overload " phenomenon,overcrowding,crowded,attractions,environmental,facilities,services and management all in overload condition,difficult for visitors to enjoy the scenic resources are destroyed.
Personally think that,in order to meet the needs of holiday tourism growth and scenic resource protection in two areas of need,in expanding the scenic area development and utilization it is necessary to classify different planning and policy.For example,a scenic area is a scenic resources concentrated holdings,is a scenic area of the foundation,the construction should be based on planning restrictions; scenic area is scenic resources and environmental protection of the buffer zone,we should strictly control the construction scale,improve environmental protection facilities construction; scenic area periphery area,guide in the planning and unified construction management,can according to the needs of the market development of the infrastructure construction,expand the scenic area total reception capacity,to meet the growing needs of holiday tourism.Classification in the protection of scenic resources planning management under the premise of improving the scenic area reception capacity,can effectively alleviate the scenic holiday stress.

近年来,各地的各级风景名胜区主管部门通过规划控制、建设管理和行政监督等手段,加强了对风景名胜资源的保护,扩大了可利用空间.但是,假日里多数景区仍然呈现出“超载”现象,人满为患,拥堵不堪,景点、环境、设施服务和管理等一切都处在超负荷运转状态,游客难以尽兴,景区资源也遭到破坏.
个人认为,为了满足假日旅游增长和风景名胜资源保护两方面的需要,在扩大风景区的开发利用上很有必要分类区别制订规划和政策.例如,景区内部是风景名胜资源的集中保有地,是风景名胜区赖以存在的基础,对其建设要依据规划严加限制；景区周边地区是景区资源和环境保护的缓冲地带,应严格控制其建设规模,完善环保设施建设；景区外围地区,在规划指导和统一建设管理下,可以根据市场需要发展各项设施建设,扩大风景名胜区总量上的接待能力,以满足日益增长的假日旅游需要.分类规划管理在保护景区资源的前提下提升了景区的接待能力,可以有效缓解景区的假日压力.
