工程建设由于投资大、建设周期较长等特点决定了建设项目决策的重要性,决策的正确与否对项目的建设成败起着关键的作用.贯穿于项目建设的全过程的工程造价估算,成为项目可行性研究阶段财务分析和经济评价的重要依据.但是我国现行的工程预算编制方法速度慢且所需时间漫长,不能满足招标投标的需要.因此,本文作者基于模糊数学的理论,采用指数平滑法,引入造价指数,建立模型.为了使结果在理论上更加贴近实际造价,我们对模型进行了改进,即通过建立工程造价的评价指标体系,使用模糊综合评价方法及相关知识,建立模糊综合评价模型,准确、合理评估工程造价,为工程建设的决策提供参考.应用模糊数学对工程造价进行估算,它的最大特点是,既不需要计算工程量,也不用查概预算定额,省时省力能够迅速较为准确地确定工程造价.
