Li Shangyin (AD 812/813-858) was born into the family of low-ranking official in Huojia (present-day Xinxiang, Henan Province).His father died when he was young and he was put to tutelage under a cousin of his father. He was a diligent student and at the age of sixteen was permitted to present examples of his writings to Linghu Chu, the military commander of the area and an influential general, who himself was skilled in toe writing of parallel prose. Linghu Chu became tutor to the aspiring poet in this form of prose poetry, and was of great influence upon him in this style of writing. Following a recommendation from Linghu Chu, Li Shangyin passed in the imperial examination at national level in AD 837, becoming eligible as a candidate for officialdom. Unfortunately it was just at this time that the unprecedented strength and prosperity of the Tang Dynasty fell into a decline. The emperor acted irrationally, the court administration became inefficient and corrupt and opposing cliques of ministers and courtiers waged ceaseless campaigns against each other. To make matters worse, powerful warlords with large territories under their control, threatened to spilt the nation. The young and idealistic Li Shangyin had ambitions to set the country to rights again but his hopes were undone by his marriage to the daughter of a general named Wang. By this time LinghuCha had die, d and Li Shangyin, in need of a new patron a scholar's only road to promotion -- accepted the match proposed to him. He round himself demoted again and again, and this slide down the ladder in life pervaded his poetic expression. He withdrew into his home where he spent his latter years in solitude (his wife passed away in AD 851).
The dragon is naturally a reference to the emperor, the water is his throne. Valiant hawks are a symbol for the royal military commanders. Li Shangyin's hope was thus that with the help of the military commanders, the emperor Would be able to 'dispose of the powerful eunuchs and restore the rightful balance of power to the court.
