这个句子用了现在完成时
下面这个句子：
The grain output is 8
percent higher this year than that of last year.今年比去年粮食产量增加8%
为什么不需要?
还有在书写的时候数字直接写不用eight这样写吗?

再问：但是第一句好像是一个完成时被动语态 has+been+动词过去分词用完成时可以理解但是被动语态这是为什么呢？
